You may wish to contact your mortgage company for clarification.  Despite what most people think, Mortgage company escrow accounts only pay for Property Taxes, Private Mortgage Insurance (PMI) and Insurance.  HOA Dues are not paid by the mortgage companies and remain the responsibility of the homeowner.

At the time of the mortgage application, your lender may have requested information about the HOA assessment. Most likely, it was not for the purpose of escrowing the HOA assessment amount, but rather to include this obligation in their calculations in order to evaluate the affordability of the loan application.
